AER is a private nonprofit organization incorporated in 1942 by the Secretary of War and the Army Chief of Staff. AER's sole mission is to help Soldiers and their Families.

AER is the Army's own emergency financial assistance organization and is dedicated to "Helping the Army Take Care of Its Own." AER funds are used to provide emergency financial assistance in the form of grants, no-interest loans and scholarships to soldiers - active & retired - and their dependents when there is a valid need.

Eligibility for AER assistance is restricted to active duty and retired Soldiers and their dependents; Army National Guard Soldiers on Title 10 orders for 30 or more days; Army Reserve Soldiers on orders for 30 or more days.  Retired Army National Guard and Army Reserve Soldiers, receiving retirement pay from DFAS are also eligible.  The children of “gray area” retirees are eligible to apply for scholarships.
